<p>Your site has cameras, access controls, visitor management procedures and perhaps a security service. But can you answer these three questions with certainty? </p>
<p>→ Are your safety measures really effective?<br />

<p>For many QHSE and HSE managers, physical security is a subject they often manage alone, without a structured method, in addition to their main regulatory obligations. A physical security audit can change all that. </p>
<h2>Physical security and QHSE: an increasingly shared perimeter</h2>
<h3>A reminder: definitions</h3>
<p><strong>Occupational health and safety (OHS / HSE)</strong> is concerned with protecting workers against occupational hazards: workplace accidents, occupational illnesses, exposure to chemical or physical agents. It is governed by a dense body of regulations &#8211; the Labor Code, European directives, ISO 45001 standards &#8211; and is the responsibility of the QHSE or HSE manager. </p>
<p><strong>Physical security</strong> concerns the protection of the site itself against external or internal threats of human origin: intrusions, theft, malicious acts, unauthorized access to sensitive areas. It is not governed by the same legislation, is not assessed using the same tools, and is not subject to the same standards. </p>
<p>In many organizations &#8211; particularly SMEs and ETIs in the industrial sector &#8211; it is the QHSE manager or site director who is in charge of both. Not by choice, but by organizational default: there is no dedicated safety manager, and the QHSE is the natural point of contact for all matters concerning the protection of people and installations. </p>
<p>This reality has a direct consequence: physical security is sometimes managed without a structured method, without formal assessment, and often without sufficient traceability to respond to an audit. Shortcomings remain invisible &#8211; until the day of an incident, inspection or certification requirement. </p>

<h2>What is a physical security audit?</h2>
<p>A physical security audit is not a verification of the presence of cameras or the compliance of locks. It&#8217;s a <strong>systemic assessment</strong> that examines whether existing protection measures are working <strong>together</strong> in a coherent, <strong>documented</strong> way. </p>

<li>Critical resources: Are sensitive assets (data, equipment, critical production areas) specifically identified and protected?</li>
<li>Safety awareness and culture: Are employees trained in safety procedures and expected behaviors?</li>
<li>Interface with emergency systems: Are safety procedures coordinated with HSE prevention and emergency plans?</li>
<li>Auditability and traceability: In the event of an inspection or incident, can you provide evidence that your measures are being applied?</li>
</ol>
<h2>The maturity model: understanding where you stand</h2>
<p>An effective physical security audit doesn&#8217;t just produce a list of non-conformities. It establishes a maturity profile &#8211; a snapshot of the actual state of your system, dimension by dimension. <p>Identifying hazards is an essential step in the prevention process.<br />
It consists in identifying existing hazards, then assessing the risks they present, in order to adopt the necessary measures to protect workers.</p>
<p>Independently of the legal obligation imposed on the employer, hazard identification helps to improve the company&#8217;s image and performance.</p>
<p>In fact, this preventive approach makes it possible to meet the human, social and financial challenges facing every company.</p>
<ul>
<li>It helps to improve working conditions and thus reduce absenteeism by preserving the physical and mental integrity of employees.</li>
<li>It also helps to avoid the costs associated with an accident or occupational illness, thus preserving the company&#8217;s production capacity.</li>
<li>Consequently, employee health and safety must never be dissociated from company operations.</li>
</ul>
<h2>2 Hazard identification regulations</h2>
<h3>2.1 The obligation to take the necessary measures to protect workers</h3>
<p>Employers are required to ensure health and safety at work. This is laid down in <a href="https://www.fedlex.admin.ch/eli/cc/1982/1676_1676_1676/fr" target="_blank" rel="noopener">Article 82 of the Accident Insurance Act (LAA)</a> and <a href="https://www.fedlex.admin.ch/eli/cc/1966/57_57_57/fr" target="_blank" rel="noopener">Article 6 of the Labor Act (LTr).</a> </p>
<p>To this end, Article 3 of the Swiss Ordinance on Accident Prevention (OPA) &#8211; which applies in principle to all companies employing workers in Switzerland &#8211; requires employers to take all protective measures and precautions necessary to prevent accidents:</p>
<ul>
<li>to the prescriptions of this order;</li>
<li>other workplace safety provisions applicable to his company;</li>
<li>recognized rules of safety technology and occupational medicine.</li>
</ul>
<p>These protective measures must be checked at regular intervals to ensure that their effectiveness is not impaired. In the event of technical or organizational changes in the company, the employer will have to adapt them to the new conditions. </p>
<h3>2.2 Suva&#8217;s S-T-O-P principle</h3>
<p>Suva is one of the main pillars of the Swiss social insurance system, and has developed the &#8220;S-T-O-P&#8221; principle concerning the employer&#8217;s duty to implement protective measures.<br />
These measures must be defined and an order of priority established for their implementation, based on the following principle:</p>
<ul>
<li>&#8220;<strong>S&#8221; indicates substitution measures</strong>: if possible, hazardous substances, installations and work processes should first be replaced by harmless or less hazardous products, methods and equipment.</li>
<li>&#8220;<strong>T&#8221; indicates technical measures</strong>: workers must then be protected by collective protection measures (e.g. ventilation, guardrails, safety nets, etc.).</li>
<li>&#8220;<strong>O&#8221; indicates organizational measures</strong>: the duration or number of employees exposed to hazards must be limited by means of training, supervision, break regulations, etc.</li>
<li>&#8220;<strong>P&#8221; indicates Personal Protective Equipment (PPE)</strong>: PPE can only be used as a complement to measures higher up the hierarchy, and is considered a measure of last resort.</li>
</ul>
<h3>2.3 Content and purpose of hazard identification</h3>
<p>When the hazards are more specific and companies do not have the skills in-house, <strong>they have to call on specialists</strong>: STPS specialists, CFST engineers, occupational physicians, ergonomists, etc.).</p>
<p>This is the purpose of CFST directive no. 6508, which gives concrete form to the employer&#8217;s obligation to call on the services of occupational safety specialists (although it does not alter the scope of the OPA).</p>
<p><strong>Identifying hazards</strong> is the first systematic step in <strong>workplace prevention</strong>. It is the central element of the <strong>MSST concept</strong> (occupational physicians and other occupational safety specialists). </p>
<p>Its aim is to<strong>identify all situations, substances, equipment and processes likely to affect the health and safety of workers</strong>, and then <strong>to assess the resulting risks in order to implement appropriate and effective protective measures.</strong></p>
<p>In concrete terms, the approach covers the following elements:</p>
<ul>
<li><span style="text-decoration: underline;">Inventory of activities and workstations</span>
<ul>
<li>Analysis of routine, occasional and exceptional tasks (maintenance, emergency interventions, cleaning, work at height, isolated work, etc.).</li>
<li>Consideration of actual operating modes, including possible deviations from procedures.</li>
</ul>
</li>
<li><span style="text-decoration: underline;">Hazard identification</span>
<ul>
<li>Physical: falls, machinery, moving parts, noise, vibrations, radiation, extreme temperatures.</li>
<li>Chemicals: hazardous products, gas/vapor/dust emissions, storage and handling of substances.</li>
<li>Biological: pathogens, working in damp environments or with animals.</li>
<li>Ergonomic: manual handling, awkward postures, repetitive movements.</li>
<li>Organizational and psychosocial: overwork, atypical working hours, stress, harassment.</li>
<li>Fire and explosion (ATEX): presence of combustible gases, vapors and dusts.</li>
</ul>
</li>
<li><span style="text-decoration: underline;">Risk assessment</span>
<ul>
<li>Analysis of potential severity of damage and probability of occurrence.</li>
<li>Identify and take into account existing protective measures (technical, organizational, PPE/EPC).</li>
<li>Update assessments whenever changes are made (new machine, product, organization).</li>
</ul>
</li>
<li><span style="text-decoration: underline;">Consideration of particularly vulnerable groups</span>
<ul>
<li><strong>Pregnant or breast-feeding women</strong>: adapt workstations (avoid reprotoxic chemical agents, vibrations, carrying heavy loads, noise exposure, long night shifts).</li>
<li><strong>Young workers and apprentices</strong>: prohibition of certain hazardous tasks, reinforced supervision, appropriate training.</li>
</ul>
</li>
<li><span style="text-decoration: underline;">Definition and prioritization of protection measures according to the STOP principle</span>:
<ol>
<li>Substitution of hazardous products, processes or equipment.</li>
<li>Technical: barriers, protection, ventilation, source capture.</li>
<li>Organization: instructions, procedures, planning, limiting exposure.</li>
<li>Personal protection (PPE): gloves, goggles, hearing protection, etc.</li>
</ol>
</li>
</ul>
<p>The ultimate aim is to <strong>reduce risks to as low a level as reasonably practicable, ensure regulatory compliance and continuously improve occupational health and safety</strong>. The results of hazard identification must be documented, monitored over time and integrated into the company&#8217;s overall prevention plan. </p>
<h3>2.4 The employer&#8217;s civil and criminal liability</h3>
<p>In accordance with the LAA/UVG and the Ltr, as well as the Swiss Code of Obligations and the Swiss Penal Code, <strong>the employer</strong> assumes overall civil and criminal responsibility for workplace safety.</p>
<p>Employers are responsible for choosing and implementing the protective measures they adopt.</p>
<p>Consequently, he can only be relieved of the accusation of a breach of his duty to protect workers if he proves that he has carefully selected the workers involved, trained and instructed them appropriately, and supervised them in a reasonable manner.</p>

<p>The deadline of October 1, 2025 concerns a new occupational safety regulation: from this date, employees assigned to positions requiring <strong>driving authorization or electrical clearance</strong> will no longer be subject to the usual reinforced individual medical monitoring.</p>

<li>Every 5 years, the employees concerned will have to obtain a medical certificate issued by the occupational physician, confirming that they are not contraindicated in driving or in carrying out their duties.</li>
<li>The certificate must be presented to the employer, who must keep a copy for the duration of its validity.</li>
<li>Old notices of suitability issued before the entry into force remain valid for 5 years from their date of issue.</li>
<li>If the certificate is refused, a simplified procedure before the industrial tribunal (Conseil de prud&#8217;hommes) is available to settle the dispute.</li>
<li>The aim of this measure is to redeploy the medical resources of occupational health services to workplaces presenting particular risks, and to strengthen primary prevention.</li>

The final version of ADR 2025 will be published shortly, but some of the provisions presented below are already part of the expected ADR 2025 changes. </p>
<h2>The main changes</h2>
<p>The regulations governing the transport of dangerous goods are set out in the TMD decree in France and the ADR at European level. These are regularly updated to guarantee optimum safety levels. </p>
<p><a href="https://www.legifrance.gouv.fr/loda/id/JORFTEXT000020796240" target="_blank" rel="noopener">The TMD decree</a> (short for arrêté du 29 mai 2009 relatif aux transports de marchandises dangereuses par voies terrestres) was amended in July 2024.</p>
<p>If you&#8217;re one of our customers, you&#8217;ve already received the changes in your regulatory watch bulletins; if not, here&#8217;s a reminder of the main points.</p>
<h2>TDG Order 2024</h2>
<h3>👉 From January 1, 2025, remote reporting of events involving dangerous goods will become mandatory.</h3>
<p>Until then, companies can still use CERFA form 12252 to submit their declarations.</p>
<h3>👉 Operations involving pressure drums containing LPG (UN No. 1965)&#8230;</h3>

<h2>ADR evolution &#8211; 2025 amendments</h2>
<h3>👉 New chapter 4.1.1.5.3</h3>
<p>This chapter clarifies the packaging requirements for the transport of waste. It authorizes the packaging of solid and liquid waste in a single outer packaging, provided it meets the requirements of packaging group I. The aim of this measure is to simplify waste transport while guaranteeing safety. </p>
<h3>👉 Introduction of new UN codes :</h3>
<p>New features include the introduction of UN 3551 for ionic sodium batteries with organic electrolyte, and UN 3552 for batteries packed with equipment. In addition, new codes are assigned to substances such as disilane (UN 3553) and gallium in manufactured articles (UN 3554). </p>
<h3>👉 Sodium batteries and electric vehicles :</h3>
<p>Vehicles powered solely by lithium or sodium ion batteries must now be classified under UN codes 3556, 3557 and 3558. These vehicles will no longer be transported under UN 3171, which is now reserved for vehicles powered by liquid electrolyte or sodium alloy batteries. </p>

<p>For companies with <strong>fewer than 50 employees</strong>, on the definition of risk prevention and employee protection initiatives. The list of these actions is recorded <strong>in the occupational risk assessment document (document unique d&#8217;évaluation des risques professionnels) and its</strong> updates.</p>

										<content:encoded><![CDATA[<p>When we talk about safety culture, we all have in mind examples of major industrial accidents or incidents that have had a major impact on people, the environment and local communities. Safety accidents and incidents are often the result of undesirable safety perceptions and behaviors. Safety culture has been defined by the European Society for Quality in Health Care as a coherent and integrated set of individual and organizational behaviors, based on shared beliefs and values, that continually seeks to reduce harm to employees. In other words, it is important to take a more global look at the organizational culture, the ways of doing things and the ways of thinking of all those involved in prevention. This is particularly true of management and top management. </p>
<h2>So how do you prevent and improve safety culture?</h2>
<p>In order to prevent accidents and improve the prevention culture, it is not possible to adopt actions that only affect individual behavior. Acting on an organizational culture requires <span style="text-decoration: underline;"><br />
  <strong>the commitment of the entire company</strong><br />
</span>. It also requires knowledge of the company&#8217;s general level of maturity in terms of prevention: 1. it is important to have a <span style="text-decoration: underline;">proper assessment of all the risks</span> present within the organization, and this for each work unit; 2. it is then necessary to understand whether all the stakeholders have a <span style="text-decoration: underline;">shared vision of these risks</span>, and of the means to be put in place to guarantee health and safety within the organization (e.g., &#8220;neglected&#8221; forms of risk). 3. then, we need to look <span style="text-decoration: underline;">at the organization&#8217;s efforts</span>, the effectiveness of these efforts, and the means put in place by the company to evaluate this effectiveness in terms of safety.  </p>
<h2>Actions for performance</h2>
<p>To then act effectively, improving safety performance requires coherent action on the &#8220;3 pillars of safety&#8221; (ICSI, 2017):</p>
<ul>
<li>Technical dimensions (plant integrity, failure sensors, etc.) ;</li>
<li>Safety management (formalization of safety processes and procedures) ;</li>
<li>Recognition of the importance of human and organizational factors (identifying and taking into account the players who influence employee activity, i.e. : &#8211; The health and skills of individuals &#8211; The quality of communication and exchanges within work groups and teams &#8211; The coherence of work situations and tasks to be carried out &#8211; The living organization, and the role of managers, employee involvement and participative handling of problem situations, the quality of social dialogue, incident reporting, etc. For example, the appearance of repetitive events linked to psychosocial risks (crying fits, emotional decompensation) should raise significant alarm about the possible impact they may have on the health and safety of the organization (Daniellou et al., 2010).

<h2>3 essential steps to identify psychosocial risks</h2>
<p>There are three essential steps:</p>
<h3>Pre-diagnosis, including :</h3>
<ul>
<li>Analysis of context and organizational history ;</li>
<li>Analysis of all available documents (procedures, workplace accidents, management systems, etc.);</li>
</ul>
<h3>Diagnosis of perceptions</h3>
<p>of each stakeholder on the impact of the organization and work situations on the safety culture through individual/collective interviews or a questionnaire focusing on employees&#8217; psychosocial perception of occupational health and safety prevention;</p>
<h3>Diagnosis through observation of work situations and immersion in the field.</h3>

Avoid using hazardous processes or products when the same result can be obtained with a less hazardous method (replacing a carcinogenic product with a less harmful one, or using solvent-free paints, for example). </p><h3>7. PLAN</h3><p>prevention by integrating into a coherent whole, technology, work organization, working conditions, social relations and the influence of environmental factors, in particular the risks associated with moral harassment, as defined in article L.1152-1.</p><h3>8. TAKE COLLECTIVE PROTECTION MEASURES</h3><p>giving them priority over individual protection measures. Personal protective equipment is only used to supplement collective protection if the latter proves insufficient. </p><h3>9. GIVE APPROPRIATE INSTRUCTIONS TO WORKERS :</h3><p>by providing them with the information they need to carry out their tasks in optimum safety conditions. In particular, this means providing them with the information they need to fully understand the risks involved, and to involve them in the prevention process. </p><p>Reminder of the French Labor Code article:  <em>REGULATORY OBLIGATIONS Article L. 4121-1: the employer takes the necessary measures to ensure the safety and protect the physical and mental health of workers.
