COVID19 – Controls of pressure equipment – ESP

In the context of the Covid-19 health crisis, we inform you of the latest regulatory changes relating to the control of Pressure Equipment (PSE):

Particular modalities for the follow-up of pressure equipment: extension of the deadlines of the control operations (inspections, periodic requalifications and other surveillance actions provided for by this article) – under certain conditions

According to article 3 of the order of April 9, 2020 concerning the particular modalities of monitoring in service of pressure equipment to respond to situations resulting from the state of health emergency,

  • periodic inspections and requalifications of equipment in an establishment not monitored by a recognized inspection service, whether or not it is subject to an inspection plan, or
  • for equipment in an establishment with a recognized inspection service, where such equipment is not subject to an inspection plan, may be postponed for a period not exceeding six months beyond the cessation of the health emergency.

Prior request

This exemption must be the subject of a prior request by the operator to the competent administrative authority. This request must be accompanied by an opinion, after an on-site and documentary examination, from an authorized body mentioned in article R. 557-4-1.

Who are the competent administrative authorities?

The competent administrative authority within the meaning of the above paragraph is :

-the minister in charge of the transport of dangerous materials, in the case of transportable pressure equipment mentioned in b of article R. 557-11-1;

-the minister in charge of industrial safety in other cases or, when individual products and equipment are concerned, the prefect.

Note:

The deadline for the next regulatory inspection of the equipment is after March 12, 2020 and the equipment was in good standing on that date
